First I have heard of this bug. Mine all show as red and selectable. I am sure you have enough res as 10 only takes 83 and 83, lumber and gold.

True but it is fun to try to figure out a really weird happening with just one player that we are aware of.

Could it be the browser, some still insist on using IE, as an example, some never clear their cache, some DL a browser  from sites that thow in a lot of trash and make the browser unusable... Curious minds are fertile minds.
