I am guessing that your harbour is level 23. If yes, then your Buccs are just automatically going to the harbour:

So, to recap: you have Buccs in your training queue, but they are not appearing in your stronghold? Also, you're not being frequently attacked (which would kill the trained Buccs that you didn't send to the harbour yet)?
If these are correct, I'll have someone check what's going on. Please, either provide your ID (the bottom left of the Help window) or specify which platform (Plarium (app included) or FB), server (The Pirate Bay/The Golden Coast/Sirens' Strait), and coordinates you're playing at.
