I recently upgraded my Royal Cannon to level 9. However after I was attacked and it was downgraded to level 1 (normal), I have to spend upgrade etchings to get it back to level 9. Thiis can't be right, surely?

I'm afraid that this is quite intentional. Many of us complained when it was introduced, but all we got was a confirmation that it is indeed by design.
I suggest that you stop upgrading above level 6. Better use those etchings to permanently upgrade production facilities and factories (Sawmill and Goldsmith). Also, raid, although that becomes quite unnecessary once you max your production buildings.
Who thought this was a good idea! A total waste of etchings! Also inconsistent with the rest of the game. Nothing else upgraded with etchings can be downgraded.
I assume that someone in Plarium thought it would be a good idea that players spend more rubies (and therefore money) on etchings, without thinking much if we'd actually fall for it. 🤪
