How can a Legendary weapon be outperformed by purple grade or worse blue graded weapon?

If so how does it warrants its status or price point? 

In many scenarios, the purple or blue close range weapon is more efficient at killing mechs then this 'Legendary' Repeater. 

Also performance wise every kill I have to stop mech and rest. 😟 Without a full mag I am like sitting duck. 

Some suggestions to fixing this: 

1. Decreasing reload time to 5s.
2. More mag, maybe 24
3. Power +25
4. Max range  35m
