Why is it when you get your hero to lvl 60 you can't fill one hole side up with hero points same way with invader tree you can not fill all spots up with points

I think there are special rules from developers. Every player can choose his own way. You can use a second chance and heroes sets. It's easy

Yes I think it is like that so that you have to make "decisions" and that enhances gameplay ... otherwise if you are at the top well then you can just have "it all" and no decision gameplay involved ...
