my wigmar inquisitor should have 18 candles according to the rewards that i have earned thus far. he only has eight. can i get the other 10 please?

The lowest level consumes 10 candles. Perhaps that's where they went.
Don't forget, rewards for Personal achievements are only received if you win the event, and then not until shortly after the event ends.
- so if that's the case here, you'll get them shortly. [Order achievement checkpoint rewards are received as they are accomplished. Not so, Personal achievements.]
If that's not the case, you can cross check:
Go to Items / My Items / Bonuses.
How many Wigmar Titan's Candles do you see there?
