Adding more beacons is pointless. Larger leagues will capture and hold onto them, even if they don't need them. Smaller leagues, which would need a few beacons to upgrade their fortress, won't be able to hold onto a beacon long enough to do so. It would be more helpful to add a limit to the number of beacons a league can capture.

I'm level 157 and can join any top-tier league, that would be easy.
I don't want it to be easy for me. But I want it to be fair, so that lower-tier leagues can also progress and aren't penalized because top-tier leagues only use low-level players and newcomers to rack up points.
If the few experienced players like myself can't or won't help new players progress, Plarium won't attract many new players who will bother to stick with the game for long.
And top-tier leagues don't invite low-level players or newcomers into their ranks.
Just saying , install some limits to what the strongest players can receive and do to discourage lower level players.
