First of all, please make sure you're checking for the Medals in the right place:

You can receive Medals for Leveling up your Castle. I don't remember the Event when Medals were given for nothing when they were first added to the game.

when the medals were implemented, everyone received medals according to thier current level.  and all new accounts recevie medals as they level up. i dont have any medals for my given level.

as far as i know, i have never gotten any medals, but i came back to the game after taking a break.  i looked at my other server, and it has alot of medals.  i talked to some other guys, and they said the same thing. when they came back to game, it had a  lot of medals in thier account.
