I have been buying and applying Daily Blessing to Daily Mar'eth Quest for the champion quest for the last few days and I realized that I have not been receiving the reward item or the XP and Wisdom points shown on quest image.

The rewards are not provided when you complete a quest with Mar'eth's Blessing item.

Completing the request also does not provide the reward. It has occurred with me twice. But again, it is the ambiguous text that is the issue.
Like your "activate" your paragon text when it is active.
Example:
Applying a 4 hour experience orb does not complete the text.
Now if you changed the text to ; "Upgrade a skill using an Orb" the quest is completed.
Doing this action the quest is completed.

You must have applied an item "Champion XP Boost". It is not an Orb.
The only item in the game that is called "an Orb" - is the item used to increase Champion Skills.
About the Paragon Activator, it works properly. Just use a Paragon Activator of any duration and it will be registered.
