I can answer this one. This is not a bug, it's a feature.
Some champions do damage based on how much DEF they have. Some heroes do damage based on their SPEED,
or in the case of the retribution skill the higher his current health, the more damage.

This is definitely a feature! As Legacy noted above, some Skills scale depending on different Stats. HP Champion is still a defensive Champion and thus DEF is important to them as well.
