Do our heroes who have skills like this need to have accuracy larger than opponent's resistance in order to be able to cast skill? Or is it just luck/chance?
I know that casting debuff have logic that you need larger accuracy than opponent resistance.

Yes you will need accuracy. It has a 20% chance of activating, and if does active it still has a chance of being resisted, so high accuracy will help prevent it being resisted.

Yes accuracy is always needed.
100 resistance = 130 accuracy
