Do certain dungeon stages that have the same drops as lower stage dungeon but cost more energy have higher chances of dropping the more starred item?

Not always. You can check the possible rewards displayed just beside the Battle button.
For example: Stage 11 and Stage 12 both drop the same rewards of 4-5* accessories but Stage 11 costs 12 energy while Stage 12 costs 14.
