My merciless set on siegfrund A1 procs the cd reduction even when there arent skill on cd. Which procs amius bs a1 passive, making the fight utterly impossible cuz of so much rng. Is it a bug or a feature?

It's the same for reflex and CoM. Apparently it doesn't matter if a skill has its cooldown reduced, only that it would've.
